But now I'm on the final season which I've never played before! It could be hit or miss, as that was when Telltale started going downhill I think.

Honestly, my biggest takeaway from the Booster Course is that I have gotten rusty in Mario Kart 8. I used to be really good! I never did spend as much time with Deluxe, though. I trailed off because 8 got kind of stale, but seeing Deluxe get new tracks is great, reinvigorating a game that could use new content.
Anyway, to actually answer your question, both waves have been solid. The Tour tracks are novel, given how they can change with each lap. Not all of them have stellar layouts, but I do have fun on them. Some of the retro tracks are great picks (Waluigi Pinball was missed). Visually, yeah, they're not as technically impressive, which understandably is disappointing people. But 1) they don't look outright bad while you're driving along; 2) the first wave's gotten some touch ups, which is good; and 3) the newer courses are bright and fit the cartoony Mario aesthetic arguably better than the more detailed base game tracks.
tl;dr version: if you like Mario Kart 8 Deluxe, this is more of it.
